Something strange is going on.

Why is it searching for *PGM QZHBCGI when it should be searching for
*SRVPGM QZHBCGI?

Didn't you create your CGI with CRTPGM PGM(xxx) BNDSRVPGM(QHTTPSVR/QZHBCGI)?
