Hi Bob, never been there, my server side includes are pretty simple, but according to the manual http://publib.boulder.ibm.com/html/as400/v5r1/ic2924/info/rzaie/rzaie9ssi.htm i think that you should give <!--#exec cgi="/mbrs/msgetevt.pgm?FMT=2\&ACCTNO=3271" --> a try. (the backslash does the trick) As far as i understand it, the & has to be esacped so that the SSI processor doesn't try to insert a SSI variable. The HTTP request should be happy with FMT=2&ACCTNO=3271 in the query string.
