I didn't have any problem with downloading 9.8 (using HTTP on a Win 10 box)
shortly after availability...but then I don't work in a world with
complex local network configurations and my last download speed check was
445 mbps. I'd just download from home onto a thumb drive (assuming such an
action would not violate any employer practices).

WRT your question: probably not. I'll take the high road and suggest the
hurdles are the result of having to integrate dozens of web sites under the
IBM banner while attempting to preserve their acquisitions' unique user
experiences...and protecting IBM's intellectual property assets from
worldwide teams of professional hackers.

The low road suggests global teams of lowest-bidder web design contractors
are managed locally and with little corporate oversight.

Amazon (both shopping and AWS) shows how giant corporate web sites can
work--all it takes is one guy (Jeff Bezos) with power and a vision ("All
teams will henceforth expose their data and functionality through service
interfaces", etc.) to set the tone. IBM's been knocked off the
king-of-software throne externally by a bookseller and internally by a
Board of Directors overly concerned with dividends. Sigh.
