New system not compiling

When I try to run the compile from the toolbar, I see the proper command in
the commands log tab, but the job never starts on the system.

I didn't change any defaults for this system. Work offline isn't checked.
Compiles are supposed to run interactively. Job description is from my user
profile. I can compile using 14 from PDM. I'm on a VPN though that
shouldn't matter.

Where do I look to see what's wrong?
