When Toggle was first introduced, it didn't work on all editor types. But if you are on 9.6.0.12, it should work on all types as long as you are using the default editor and you have no conflicting key bindings.
Are you using any 3rd party plugins that may be extending the editor?
An easy test is to open the editor and press Alt + shift + F1. This will bring up a dialog (plugin selection spy).
It should show this:
The active editor class:
SystemTextEditor
The contributing plug-in:
com.ibm.etools.systems.editor (9.6.12.v?)
To verify the commands are present and mapped correctly, please go into preferences, General -> Keys -> Then enter Toggle Edit in the search window. You should see two actions. Once for LPEX/lpex and one for LPEX/seu.
If they are present, look at the LPEX Editor profile in preferences. The default value is eclipse. What value is yours currently set to?
Also, you mention re-installing. If you are using a previous workspace, you MUST install all of the previous plugins you had installed for the workspace to work properly. If you have not, it's best to export the settings, create a new workspace, and import those older settings.
