I had to manually extract the P2 file from the .zip that was downloaded from ESS. Then I was able to apply the activation kit to 9.8.

For 9.8 you just use the activation kit .zip file that you download from ESS or Passport directly (which ever your entitlement comes from). The activation kit does not get unpacked like was necessary for 9.6
The 9.6 license is for 9.6. there is a 9.8 license for 9.8
