IBM is continuing to invest in BOB. Currently we are using Brian Garland's https://github.com/BrianGarland/CRTFRMSTMF project to solve compiling from IFS for DDS, UIM, OPM RPG etc. If you don't want to use all of BOB (which provides a lot more functionality in terms of git-enabled projects, smart dependency builds) you can always just use Brian's project.
We are trying to make BOB easily installable via a yum install and so we may have to redevelop the CRTFRMSTMF functionality in Python in the process. Watch https://github.com/IBM/ibmi-bob as the PR is already there.

DDS is not ILE so I'm not surprised. Should not be an issue for us since we are doing all new development for the view in Python(Flask)/HTTP. The move of the source to IFS is a precursor to implementing GIT for source control.
