I just tested in the latest driver as well and the Alt-R works for me.
Check your preference for LPEX Editor -> Block -> stream.
When I change it to element, I see the behavior you're describing.

Ken, I tried Alt-U but it doesn't make it work. But I think I was
wrong when I said nothing happens when I press Alt-R. I just notices
the the File menu is now highlighted as if I had pressed Alt-F.
I can work with the Alt-E,E,R but I like my Alt-R.

Anyone seen this or know what I need to do to fix this?
When I press Alt-R to select a rectangle nothing happens (that I can
tell). But if I enter Alt-E,E,R I can select the rectangle.
I'm on Version: 9.6.0.7
