Outline view not working for single php file

Rdi Version: 9.6.0.5

I have a php file open and the outline view is displayed correctly.

I open another php file and no outline view <grrr>

I close and open the member and explicitly select the php editor - still
no outline <Grrrr>

I close Rdi and open with the -clean option and re-open the php file and
still no outline >GRrrrrrrr>

I try Ctrl + Shift + F5 to refresh the out line - no change <GRRRRrrrrrrr>

Any suggestions to what I might try next ?
