A thought - try adding the language extension, then running as administrator - who knows, this might be a change to the installation.

Now if that fails, contact IBM support - I assume you are under maintenance?

This is the command that I use for launching RDi in English:

"C:\Program Files\IBM\SDP_096\eclipse.exe" -showlocation -data workspace -nl en

It works for me since WDSCi 7.0, which I launch with this command:

"C:\Program Files (x86)_IBM\SDP_070\eclipse.exe" -product com.ibm.etools.iseries.wdsc.welcome.ide -showlocation -nl en -data workspace

Both commands use parameter "-nl en" to switch to English.
