15 does cause some more network traffic than 1000 for sure but I think you
would be very hard pressed to detect it. I know of those who think, "well,
if 15 is good then 5 would be better" and are running fine with no ill
effects.
The 15 is based on the observation that the default connection time-out
used on network appliances often appears to be 30 minutes - from what I
have had reported to me anyway. So basically the advise is to set it to
about 1/2 of the time-out if known otherwise try 15 and see how it goes...

So, in essence, no harm, no foul by changing the TCPKEEPALV from 1000 to
15? I apologize if I'm not picking up the obvious from your response, but
I want to make sure I don't introduce problems for already stressed out
developers and testers.

We see that all the time, particularly with the weighting on an uncapped
partition definition. That's not a priority, its weighting and it
behaves
differently than some folks think.
