Yes, that's the one.

In my case, I would think most of the time, I would want that OFF. Although it is a cool feature...

Live outline is the... engine behind many (most?) of the enhancements
like Content assist, Refactor-rename, etc. Without live outline, those
things don't work at all.

The lab have been doing lots of work with live outline but there are
still situations that send it off into the weeds. Our PMRs are helping
them find these situations and make live outline work with a wider
variety of code.
