I think that APAR SE68057 that I opened a week or two ago describes this. Basically if there is selected text in *any* open source in LPEX then the restrict to selection is enabled. This should only happen if it is in the current edit session (as you have found).
The work-around in your case I expect would be to un-select the section after doing the copy.

Yes, wrap is selected. Now that I look at it again, its related to the restricted search. RDi seems to believe I have text selected somewhere, perhaps.

I also have the issue where CTRL-F and typing a find selection doesn't find what I know is in the source. So, I go to the top of the source, hit home, and it usually works. I'm glad you've submitted a PMR for this infuriating although minor issue.
