Alt-W, P, then in the filter box 'parsers' (without the quotes) is the
fastest way to access the preference. I don't think there's a way to
assign an action to modify a preference.

If this isn't quick/easy enough, it's a great candidate for AutoHotkey.

I tried changing this file outside of the preferences dialogue, but RDi
did not recognise this. My best guess is that RDi needs to 'reload' the
preferences.

Good thinking - a file modification would be, in some ways, more
readily scriptable. But since that is apparently not sufficient, it's
even more of a nudge toward AutoHotkey, if a single key combo is
desired.
