I have only saved to my local PC, that is, never 'Push to client'.
File > Export > Rational Developer for i > Configuration Files - NOT the
set for Automatic Distribution. Save it to my local PC (NOT in my
workspace!) and I'm able to do a File > Import from that when I test a
new workspace.
