You need to extract the zip to a temporary location and run the install. I 
don't recall if the refresh pack has an install routine. If it doesn't 
start Installation Manager, select File, Preferences, and add a repository 
which points to the temporary location where you extracted the zip. Then 
when you run an update, it should pick up the changes. Extracting the zip 
to Program Files is definitely *not* the right thing to do. It may have 
corrupted your install. If so, you'll have to do what Mike Hockings 
suggests and install the latest installer.
