When the license check is done in the product, it checks with Installation
Manager (which is where the licenses are registered). If either user
license or floating license is valid, then the license check succeeds. In
terms of user licenses, it could be a valid trial license or a permanent
license. In the case of a floating license, Installation Manager will
connect to the Rational License server that is defined in Installation
Manager for your company to see if there are available floating licenses.
In the case when you are offline and can't validate with your Rational
License server, as long as you have validated recently, it will still let
you work.

That sounds like a floating licence. There are several licences; mine is
for a named user.
Could be a floating license,
but note that during startup RDi briefly displays a message along the
lines of "Checking license status" even with a named user license.
If you go into IM then manage licenses you should be able to tell if it's a
floating license or not. Judging from the ability to enable "Floating
license support" for RPG & COBOL tools with my named license.
