That sounds like a floating licence. There are several licences; mine is
for a named user.

Buck, just for academic purposes since you mentioned it, my understanding
of the "free" WDSC is that you already need to have possession of the
software as of a date that passed many years ago. Has that changed? Has
IBM made WDSC publicly available now?

I'm going to say no, but I'm gradually learning not to use absolutes.
WDSC is discontinued; RDi is all that you can order today. Having said
that, if your company ever had a compiler, they had the WDSC install
CDs. They still work. There may be some lingering traces of WDSC on
the IBM FTP site for those who need to reinstall an older version (say
due to a PC crash / replacement).

regular repository

ftp://ftp.software.ibm.com/as400/products/ad/wdt400/v601/updates/ - I'd
use only the Code/400 piece from this. The rest required a licence,
being the advanced edition.
