What is the DBGVIEW value? If it is *STMT, you can't do anything. For SQLRPGLE it needs to be *SOURCE - that is equivalent to *ALL for non-SQL stuff.

You or your CMS can optimize an RPGSQLI program anyway. The best way to determine is to do a DSPPGM and hit enter a couple times until you see this. Notice the optimization level and Debug data. I think you can downgrade optimization level with a CHGPGM, but I don't know if that actually helps with debugging after its been optimized.
