I see I missed saying that the buttons at the bottom of the box are grayed out at all times.

Thanks Jeffrey. I'll try to list the steps in detail.
1 I have unzipped the file
2 under Help / install new software, I see a box that says Available Software at the top there is a work with box and then a box headed name with one item in it that says "There is no site selected"
3 I attempt to add a repository, browse to the local folder on C for file:/C:/ARCAD_5250_emulator_for_eclipse_RDi/ The OK button on the add repository box is grayed out and a message appears saying duplicate location.
4 I cancel and click on the "Available software sites" text
5 There is a check mark on both file:/C:/ARCAD_5250_emulator_for_eclipse_RDi/ and Jar:file:/C:/ARCAD_5250_emulator_for_eclipse_RDi/
Yet when I click ok, still nothing shows under the Name box.
All that is there is a line with a check box that says There is no Site selected.
6 If I check the box, there are no changes.
If I click the select all button, nothing changes.
7 No combination of any of my actions changes the buttons at the bottom of the box for back, next, or Finish.
8 The only button available is Cancel.
9 Using the "Run as Administrator" option does not change any of the steps above.

For the Arcad 5250 plugin, the zip file must be unzipped (not renamed jar) and you would point to the folder containing the site.xml, plugins and features folders as a local site from the 'install new software' option.
I have run into issues with other users putting the unzipped folder on a network drive and everything works fine until the install starts.
Other users have no issue installing from a network drive.
The installation manager has nothing to do with adding plugins so maybe running RDP as admin might help with an update if you may have authority issues with the install location of RDP.
If you could provide the steps involved with a specific scenario and the specific error message that results we may be able to be more help.
