This is how I comment/uncomment a block of lines:
Alt-R - 2 coulmns prior the the code in free format or column 7 in fixed
format, to select a rectangle.
Right click and select a 2 column rectangle for free, 1 column for fixed.
Select from start to end line.
Right click on selected rectangle and select: Selected - Fill selection.
Fill with // or *
