Creating my new workspace for a "FRESH-INSTALL", I ran into the same sort of problem...

I had to save, close & refresh. It only happen the first few times, until it stuck...

Made me think I was losing my mind...

It was as if it overload the saved change "buffer-Area". (My assumption...)
I did only a few changes, saved & restarted RDP, and then it seemed to work...

After that initial set up problem, it seemed to "go away"... but, just hate it as far as showing it to people new to the Power of RDP. Because they immediately say, "THAT IS WHY I USED SEU, it is STABLE"...

I don't think that is what happened in our case because when we started RDp 8.5.1 the first time we entered a new workspace name to keep it separate from the 8.0.3 workspace. When we opened it the second time, it displayed the workspace name that we entered the first time and we just clicked on okay.

We are going to create a new connection, a filter, and make one preference change, save it as a new perspective, and see what happens when we close it and re-open. If we lose it again I'll create a PMR.

The only time this would happen to me is if I miss-type the workspace name and get a new workspace.

I installed RDp for a co-worker today, configured it, customized it, did a save as for the customized perspective and made it the default. My co-worker closed RDp and I had him open it again to check one thing.
Everything was gone: the connection, the filters, the perspective, all of the customizations. Kaput. Back to square 1. This is the process we used to
install: 1) installed 8.0.3 from a saved download, 2) applied the 8.0.3 license key, 3) downloaded the 8.5.1 trial and installed, 4) verified the key says permanent in Installation Manager, 5) created the connection, filters, customized preferences, saved the perspective (save as), set the new perspective as the default. This process worked fine for me. Any idea what happened or how to prevent it from happening again?
