Content Assist reviews the source code at the cursor location, to attempt to identify the "type" of whatever element of source code you are typing. It then presents a list of compatible types that were found in the outline cache, that also match the pattern of characters typed so far. When it works, it gives you a nice tidy list of field, file, data-structure elements, etc. that are appropriate.
Sometimes, I've noticed, it has trouble figuring out the field value type being parsed, and you get an unfiltered list...
I'd say, just start trying it... Ctrl+Space

See, I made the reverse assumption. Where else does content assist get its information than from the outline? In previous versions of WDSC/RDi/RDp content assist was always refreshed when the outline was refreshed. Now with the live outline refresh, the content assist is not refreshed, so for the first time the two are out of synch.
I can't believe you don't use content assist. For me, content assist has become a must-have feature of programming. For me it's a quick way to get the definition of a variable, as well as a great auto-completion tool. Seeing the available subfields for a data structure on the fly is nice as well.
I created an RFE for a live refresh of content assist, but that won't help you if you don't use it.
I'm curious why you're curious about the link when you don't use CA.

Can someone please explain the relationship of live update to content assist (which I don't use). I thought content assist was the "help" that is triggered by Ctl/SpaceBar that explains operations in calcs. If true, I don't understand how that is related to live update. My guess is there is a lot more to content assist than I have discovered.

The content assist can show language information (eg. list of opcodes) and
source information (e.g. list of fields). It is the source information
that content assist that needs to be updated periodically.
The connection to the Outline view is that pressing the Refresh button in
the Outline view is the most common way to update the source information
(you can also do a Verify to update the information that content assist
uses). In 8.5, the 'live' Outline view means you probably press the
Refresh button less often and the source information shown in content
assist is updated less often.
