I've found the support team for RDP to be reasonable in their response on issues I've reported to them in the past.
As for your licensing issue, is it a case where you have a set number of licenses, and they're all applied? Don't exactly recall how the licensing works, though...

I don't mean to sound rude with that question. This list is not IBM
support - it's very cool that some of the Rational support team watch
this list, so I hope they'll give you the answer.
It makes me wonder - how easy is it to get to support for RDP? I don't
know a number, but I have never needed one. I suspect there's a place on
the website to initiate a support request.
The IBM i support has always felt pretty easy to work with - I hope it's
just as easy with Rational products like this.
