As a general rule ...

If you are common install (i.e., installing to a C:\Program Files...
directory) or update (using IM or whatever) in Windows Vista or later then
you will want to run the installer with an administrator id AND use the
Run-As-Administrator action. This will give the install process a token
that will allow it to write to the virtualized directories. Failing to do
this the installer may not run or run and not install (or license) things
correctly.

You should not have to run RDP with Run-As-Administrator as it has no need
to update stuff in the Program Files directory.

I had called John off line to discuss this and work with him to get the
RSE
Extensions working on his machine.
He is now all set. Here's what we did:

1) In RDP we disabled the RSE Extensions. Help-> Software Updates ->
Manage Configuration.
If this option is not available, examine your preferences. Under
General->Capabilities check the Classic Update option.
2) Close RDP (not restart)
3) Using the RSE Extensions uninstaller (unwise.exe in the RSE Extensions
directory), uninstall the RSE Extensions
4) Open RDP to ensure the RSE Extensions node is missing from the Manage
Configuration. Close RDP
5) Using the RSE Extensions installer, reinstall. However, be sure to
right click and "Run As Administrator"

NOTE: We can't be 100% certain that these first 5 steps are necessary.
But because we did it I wanted to mention it here

6) When starting RDP, right click and "Run As Administrator"

It's possible that step 6 could have been the only step necessary. But we
had already done steps 1-5.

Keep in mind that this user is running on a Windows 7 box, so these
instructions probably only apply to that OS.
Once John ran as administrator the once, he was then able to see the
plugins even if he subsequently did not run as administrator.

Another note: We used the -clean option throughout some testing
scenarios,
so that might have helped as well.
I do this by copying my RDP starting icon to another, then using the
properties of that 2nd icon, I change it to have the target:
"C:\Program Files (x86)\IBM\SDP\eclipse.exe" -clean -product
com.ibm.rational.rdpower.product.ide

Doug ended up assisting me some over the phone. If I remember right
(it's been a year and I didn't keep a log for this), I did a complete
uninstall of RDP, AND the plugin, and reinstalled RDP into its own
directory outside of C:\Program Files, and then redownloaded/reinstalled
the plugin. If Doug remembers differently, maybe he can chime in (if he
still follows this list).

Everything has been working since, including since I upgraded to 8.03.

This is resurrecting an old thread back from Nov 2010.

There was a conversation between Bob Cagle and Doug Davie where Bob was
trying to install the Softlanding RSE Plug-in to RDp 8.0 on a Win7
64-bit machine and Doug was offering advice on how to >troubleshoot.

I have the exact same symptoms described in that thread, trying to
install to RDp 8.0.3.
Under status, it says: This feature is not configured properly. No
plug-in:"com.softlanding.rse.extensions" included at runtime.

I've done all of the troubleshooting the thread suggested which ends
before a resolution is posted.

The thread leaves off at verifying the date of one of the manifest
files. My date is the same.

I found a file rse.txt that says "An expected installation of RDi could
not be located. (Only instances of RDi Version 7.5 are able to be
recognized.) You must complete the installation routine, then install
the RSE Extensions manually using the instructions provided after the
installation routine completes". I never saw those instructions.

Does anyone know what I need to do to finish the install?
