I've long had a way to comment a block - use the block selection features.

1. Put cursor in comment position of first line
2. Press Alt-R
3. Cursor down to end of block
4. Press Alt-R again
5. Right-click
6. Type L-E-*
7. Press Enter

Ba-da-bing!

Alt-R is for selecting a Rectangle. Steps 5-7 are for putting a fill string into whatever the selected bit is.

For free-form, insert a cursor-right after step 3 and use // instead of the asterisk in step 6

I use this all the time to put version markers in columns 1-5 of RPG, also.

I do like the idea of some auto-comment as has been described. I just probably will keep using this method, but who knows?

This is by far my favorite refresh/fix-pack.

A couple content-assist issues have been fixed that I reported (SE47725 and SE47784), as well as seeing an RFE I entered come to life (seeing decimal positions on numeric fields in content-assist). Very cool. And also - block commenting! That is so sweet.
