Why wouldn't you use Quantum or the built in RDP Data Perspective ?

Have you considered iSeries Navigator?
Expand Databases.
Go to your database (generally machine name) Expand Schemas RIGHT CLICK on the library where you want to create the table.
In the resultant pop-up menu, click on New, and then click on Table.
