If you look at the list of plug-ins for RDP you should see GEF already in the list. I am running Quantum version 3.3.9 and had no issues installing.
Two thoughts:
1. Maybe it is the way you are installing Quantum. How are you doing the install?
2. In the past some of the Quantum versions were written to a more current version of Eclipse than the Rational tooling was using. Be sure your Eclipse version matches the Quantum Eclipse requirement.

I have never had any problems installing the QuantumDB plug-in with any version of WDSc, RDi or RDP - and I have never had to install GEF! Maybe I have been fortunate? Or maybe you are trying install the plug-in with something other than RDP?
