The EGL tooling was originally included in verison 6 of WDSC (that's what got me started with it). It was then the first product "unbundled" from WDSC and in V7 you had to get it separately. At that point it was called the Rational Business Developer extensions, or RBDe. You may still be able to get those for V7, I'm not sure.

As of 7.1, the unbundling was complete. You have RDi for RPG tooling, RBD for EGL, and put them together to get RDi-SOA.
