Rick,
Just for "fun", I'd follow the article example step by step without
variation, just to make sure everything works as advertised, and then when
you're happy with that, you could start adding different programs and other
variations.
That'd be what I would do for you if I was on site trying to diagnose the
problem, at this point.

I'm using the Web Services Explorer in Websphere. I am using a program
of my own as the target and not Shannon's but I don't think that is a
factor in this error.

Shannon's example looks like it used Websphere.
Did you create an Axis based client app to call it or did you convert it
to run with Tomcat ?
