I thought I might have figured it out as a port issue but it turned out
to be a dead end.

Sounds like it *could* be a SOAPAction issue. How are you invoking the
web service? Try using SOAPUI.org to consume the .wsdl and have it
automatically build the request web service XML for you (along with the
SOAPAction HTTP header).

find a target service to invoke'. Trying to hit the server from a
browser results in the same error.
