How should licensing work if only one System i has the compilers?

In a multi-server environment, there's often no need for compilers
on more than a single system. Compile cheaply on a P05 and
distribute where used. But developer tools might need to review
properties and objects on any of the whole range of servers.
Unbundling can allow very granular choices of where to assign money.
