And that's where it's used in those cases, agreed. That somewhat points to the difference between a developer and an operator/administrator or whatever the emergency person would be. No disagreement there.

In fact, we would like one copy of ALL tools as part of the compiler. Would that help to lessen some of your concerns?

Absolutely. A single user/copy would be very acceptable. I'd also hope that it was rarely needed.
