Aaron,
I tried to install EGL to be used with my WDSc 7.0.0.4 (with windows 2000) and I get the same error as you did.
I read your solution but I cannot change the location of the program which is c:\program files\IBM\SDP70.
I downloaded a zip file usign http. I used the launchpad.exe which starts installation manager.
Within installation manager I cannot browse to change the location.
