That really shouldn't be. Signing up for Passport Advantage is free. Where I think things are getting confused is where a WDSc installation came as part of the 5722WDS product. 5722WDS may have been purchased as part of a new installation or upgrade outside of the Passport Advantage program. Registering yourself or company at the Passport Advantage Online site is supposed to do only that: Register you for the program. When a customer of mine purchased HATS, they did it through PAO. Signing them up was free and it "bought" them discounts on the software. I haven't, however, checked to see if they have downloaded WDSc from the PA site. I'll see if they have.
As a business partner I have a similar problem in some respects. I have a Software Access Catalog account and can download "evaluation copies" of IBM software. That is how I was able to get a copy of WDSc AE. However, when I log into Passport Advantage I only see my customer's accounts that I can manage, not my own (I am an IBM customer as well as a BP) and that is currently a problem that IBM is sorting out.
Put pressure on your BP and they will "strong arm" IBM to get the right access to download the software. As soon as I get the PA access sorted out for my own company, I'll post how to sort it out here.

Why can't we just go to an FTP site and download?

It is based on Eclipse and the product is perfectly useless unless you
have an AS/400 with development tools in which case it is free. 
Does this make sense to anyone else?
