Is it for a regular old program or a CGI program? Last week I ran into a problem with the same symptoms only to find out that SEP's are user profile specific, so I had to modify the entry in WDSC to use profile QTMHHTP1 instead of my profile of AARON and then everything worked perfect. NOTE: I am on a WDSC 6.x and i5OS V5R3, so the above maybe totally off base from what you need.
