IBM's pricing is confusing

I) I don't see an upgrade price.  All I see is:
IBM WebSphere Development Studio Client for iSeries User License + SW 
Maintenance 12 Months (D5165LL)  1,550.00 
IBM WebSphere Development Studio Client Advanced Edition for iSeries User 
License + SW Maintenance 12 Months (D51LPLL)  4,640.00 
Be nice if that pricing site had a couple of footnotes:
A - "Purchase WebSphere Development Studio for System i, get unlimited 
licenses of WebSphere Development Studio Client for System i" which is 
stated at another web site.
B - Wait, I did see "Are you already qualified for volume pricing?
IBM Passport Advantage Online
Existing customers qualified to receive volume pricing should shop here to 
obtain new licenses and renew Software Maintenance."

So, Joe, I am guessing that price you've seen is seat-based cost.
Funny thing is maybe the $3,500 upgrade charge is to encourage you to 
purchase the Advanced Edition in the first place since, if you didn't 
purchase 5722WDS and did only purchase WDSC, then you spent $1,550 per 
seat.  Adding $3,500 to that gives you $5,050, which is significantly 
higher than the $4,640 seat based pricing of purchasing Advanced Edition 
in the first place.
