new procedure wizard changes -- WDSCI-L

Hello.  We're interested in changing the formatting on some of the code in the 
New Procedure Wizard.  We can't find anything in the preference panes for this, 
so I'm guessing that I'd need to edit a class to make my changes?  Any hints as 
to the package I should look in?  And is it that simple?
