Is your code (I assume RPGLE) has embedded SQL statements?

If yes, could you please check if you have this SQL precompiler PTF 
SI24324 in your system?

Yes, I double checked that I have all the required ptf's applied.

Ok, my user profile didn't have *SERVICE special authority ... which I
now have.

I can set the SEP for the target user profile, but when the debugger
tries to invoke, I get a Communications Failure.

The only thing that I can see in my .log file is a bunch of these 
messages:
