Yes, I double checked that I have all the required ptf's applied.

Ok, my user profile didn't have *SERVICE special authority ... which I
now have.

I can set the SEP for the target user profile, but when the debugger
tries to invoke, I get a Communications Failure.

The only thing that I can see in my .log file is a bunch of these
messages:
