James,

I believe there is a file called LOCK. In your workspace that determines
if it is in use or not.  Try removing that file and see if you can use
the workspace.  One of our developers here had a similar issue with a
shared workspace.  Never did get a definitive solution.

that the defined workspace is in use.  Does memory not get
flushed out sometimes?
