Sorry about the below.
I thought there was an APAR for this problem, but it is a high priority
requirement instead.

Currently the clear cache button, only clears the disk cache and not the
"in memory cache".  Thus in order to truly clear the cache, you must also
restart the workbench after pressing the button, in order to completely
clear all cached information.
