So you used Debug (Service Entry) to start this particular debug session?

Also every
time I bring up WDSc it comes up looking different. 

By default, WDSc displays the last used perspective when starting up.

Now in debug mode
there are no icons to step thru the program or an icon to terminate
debug.

These buttons are only available when there is an _active_ debug session. 
You also have to make sure the correct entry is selected in the call stack 
tree in the 'Debug' view (the same one the Step, Continue and End buttons 
are in).
