Right click on program, and choose Debug as -> Batch? If that is the case, this QRSEEXEC is a small utilitiy we shipped to submit your application to run in batch, and then ask the debugger to attach to it. But I need more information to investigate why this program was held in your case. For example, what is the call stack of the job where QRSEEXEC is running. When I right click on the program name the only debug option I get is DEBUG(Service Entry). Also every time I bring up WDSc it comes up looking different. Now in debug mode there are no icons to step thru the program or an icon to terminate debug. Here is the call stack.
