Yes, SEP Debugging is better. Now for another silly WDSC Debug comment ...

After setting a program to run undr Debug SEP, When I run the program from
RSE (clicking Run, Run..., and providing "how to start" values), the
parameters passed have dropped all trailing blanks - even when using quoted
strings! The only way I can get the parameters to map properly is by
filling out each parameter with non-blank characters and then changing the
values once debug starts up ... Ughhh. Gotta be a bug.

Bill,

Try this instead. Right click on you source member or object you want
to debug and select Set Service Entry Point. Fill in any information
not defaulted properly on the prompt panel and click OK. Now run your
program. The debugger will automatically get started and WDSc will
switch you to the debug view. If you recompile the program right click
the entry in the Entry Points tab in RSE and select update.

Much better than using the debug configurations. It works well for
batch and web jobs too.
