No.

There is no relationship between WAS and WDSC.  You do not have to apply 
any PTF to WAS Express.  There are some general OS/400 PTF's to apply. 
After you install WDSC and create an RSE connection, just right-click on 
the iSeries Objects subsystem and choose Verify Connection.  It will tell 
you about any PTF's you are missing.
