OS400 version is V5R3, 
I checked the PTF's, (Thanks Tyler for your suggestion),  it seems that we 
are missing a couple for the Integrated Debugger. 
I will get those PTF's and hopefully it will clear up my issues.

Service entry points are not usable at V5R1 of the OS, I believe, not sure 
about V5R2. What's your VRM of OS400?
