My apologies to all. After I replied, I reread Kushal's message and I decided to check the preferences. I was wrong. I have added the Code Editor and it now shows up in the "Project Navigator" pane. I was blinded by the fact that it was available in the RSE perspective. Sometimes you have to hit me with a bigger stick. Thanks for your help! Since 6.0 (when CODE became optional), the CODE tools are not registered by WDSC in Eclipse as editors. So, they do not show up automatically but you can register them yourself in the preferences. In RSE, we have code to detect CODE installs and we add the menu items ourselves.
