Rick, In preferences, under Workbench > File Associations, click on *.dspf if it exists in the list (otherwise add it) and in the Associated editors list, click Add..., then choose External Programs option. You can add CODE Designer from there (I think you'll have to use the Browse button to select the editor exe). Since 6.0 (when CODE became optional), the CODE tools are not registered by WDSC in Eclipse as editors. So, they do not show up automatically but you can register them yourself in the preferences. In RSE, we have code to detect CODE installs and we add the menu items ourselves.
