If you are on 5.1.2 then installation is performed via the Install/Update 
Perspective.  Window -> Open Perspective.

In terms of installing plugins, you need to make sure you get versions 
that are for Eclipse 2.x as that is the version of Eclipse that sits 
beneath WDSC 5.1.2  In the case of the SoftLanding plugins we have 
different versions for WDSC 5.1.2 and WDSC 6.0 since the latter is based 
on Eclipse 3.0.
